Molinaro to Appoint Heidi Seelbach County Commissioner of Finance

Poughkeepsie…Dutchess County Executive Marcus J. Molinaro has selected Heidi Seelbach to serve as Dutchess County Commissioner of Finance following the retirement of Commissioner Pamela Barrack on Friday, May 2nd. Ms. Seelbach currently serves as Deputy Commissioner of Finance.

County Executive Molinaro stated, “We wish Pam Barrack the very best as she retires from public service. Heidi Seelbach is a strong successor to the Commissioner of Finance position. The Department of Finance serves a critical role in the operation of county government, and Heidi’s private and public sector experience and expertise will provide for a smooth transition for both department employees and all those who depend on the Finance Department on a daily basis.”

Heidi Seelbach began her career with Dutchess County Government in 2011 when she was appointed Director of Central Services by former County Executive William R. Steinhaus. In 2012, she became the Deputy Commissioner of Finance. As Deputy, she has overseen the accounting process of the County, with responsibility for the receipt and disbursement of all County moneys. Ms. Seelbach has been responsible for the preparation of the County’s annual financial report and works closely with the Budget Department with various revenue projections. She also oversees the accounting process for the County’s debt, fixed assets and construction work in process.

Ms. Seelbach has a B.S. in Finance from Siena College, as well as a B.S. in Accounting from Marist College. Prior to joining Dutchess County Government, she worked for St. Cabrini Home in West Park, NY and Marist College in Poughkeepsie. She resides in Hyde Park with her children.

As Commissioner of Finance, Ms. Seelbach will serve as the Chief Fiscal Officer of the County charged with the responsibility of receipt and disbursement of county funds. As Commissioner, she will be responsible for enforcement of real property taxes levied for county, town, school district and village purposes. The Commissioner of Finance is responsible for obtaining borrowing on behalf of the County to finance Operating and Capital Programs and the issuance of Official Statements as required as well as ensuring all financial records are maintained in accordance with the rules established by the Comptroller of the State of New York and generally accepted accounting standards as prescribed by the Governmental Accounting Standards Board.

Ms. Seelbach said, “I am grateful to County Executive Molinaro for the opportunity to take on this new challenge. It has been a pleasure working with Pam Barrack for the last few years and learning the intricate workings of this complex department. I look forward to working with the entire Finance team as well as other departments throughout county government in this new role.”

County Executive Molinaro will forward the resolution to appoint Ms. Seelbach as Finance Commissioner to the Dutchess County Legislature for confirmation at the June 9th board meeting.
