Dutchess County OCIS Employee Selected as First Place Recipient for Best of New York Award

Poughkeepsie…Dutchess County Office of Central and Information Services (OCIS) Project Leader William McVicker was honored last week in Albany as the first place recipient of the Center for Digital Government’s 2017 Best of New York Award for Demonstrated Excellence in Project Management for his Fleet Management Software Project. The Best of New York Awards recognize state and local government organizations for their standout contributions, best practices and innovations in information technology that improve citizen services and internal operations.

Dutchess County Executive Marc Molinaro said, “On behalf of Dutchess County Government, we congratulate Bill and the OCIS team, on this distinguished and well-deserved recognition. County government continues to work together to develop innovative ways to share services, create efficiencies, and eliminate redundancies in order to save time and money in our day-to-day operations.”

The Demonstrated Excellence in Project Management award category recognizes individual staff or managers who have shown extraordinary skill and responsibility in managing a specific technology-related initiative through all phases of development, from conceptualization to deployment. The winner of the award is chosen based on the overall success of the specific project, as well as the vision and leadership demonstrated throughout project development and implementation.

The County’s Fleet Management software application is designed to assist the Dutchess County Department of Public Works’ (DPW) Highway, Public Transit and Auto Center Divisions in managing the operation and maintenance of several hundred County vehicles and equipment. Through the Fleet Management Software Project, Mr. McVicker led the consolidation of three disparate fleet management applications into a single user-friendly application, resulting in savings to the County through the reduction of training costs for employees, expanded knowledge base of the operating system, improved communication and cooperation among DPW divisions, and the creation of common policies and procedures for employees.

Mr. McVicker said, “Receiving a Best of New York Award is a true honor and a testament to the collaborative and innovative work done every day by the team members I have the pleasure of working alongside with at OCIS. This project led to a user-friendly and customer-oriented software application benefiting the many departments that utilize County vehicles and equipment. I extend my gratitude to the team at OCIS who worked closely on this project, as well as County Executive Molinaro, OCIS Commissioner Glenn Marchi, and DPW Commissioner Bob Balkind, all who helped bring this project to fruition, making County government operations more efficient and effective for employees.”

Dutchess County Commissioner of OCIS Glenn Marchi said, “This award is a credit to Bill’s visionary creativity and leadership in the use of information technology to simplify and streamline operations. Bill worked closely with all involved including parts mechanics, garage supervisors, and business managers, to make sure the new application worked well for them. This is a great example of how our OCIS team and Dutchess County Government continuously strive to use information technology in new and creative ways to help county government function more effectively and efficiently for our employees and the residents we serve.”
