Poughkeepsie... Dutchess County Executive William R. Steinhaus joined Earl Bruno, Commissioner of Dutchess County Personnel in announcing the selection of Jon Lancto as Deputy Commissioner of the Dutchess County Personnel Department.
The County Executive stated, “Mr. Lancto has demonstrated solid skills, understanding and administering of county and municipality personnel procedures. His 22 years of service in county government and 19 years experience in the personnel department is an important link in our overall government operations, not to mention his professionalism with employee services. He has earned this opportunity and I am pleased to welcome him.”
Commissioner Bruno added, “It gives me great pleasure to appoint Jon Lancto Deputy Commissioner of Personnel. John possesses the right combination of experience and knowledge of both employee relations and civil service law that is important to administer the human resources and civil service functions for the county government. In addition he will be a valuable asset for the many local governments, school districts and fire districts that rely on the county’s technical expertise to administer New York State Civil Service Law.”
Mr. Lancto is a life long resident of Dutchess County, residing in Wappingers Falls. He is a graduate of Marist College and holds a Masters Degree in Public Administration from SUNY Albany’s Nelson Rockefeller Graduate School of Public Affairs which he received in 1981. Shortly after that time he joined Dutchess County Government at the Department of Social Services and was promoted in 1985 to Technician at the Personnel Department. He has held a senior management position of Sr. Personnel Technician since January 2001.

It has been a privilege and a joy working for the County and in the Personnel Department. The excellent staff of this department and the entire County makes it all rewarding, but this individual recognition is a further honor. I look forward to working with Commissioner Bruno as he transitions into his new position and continuing my career with the County under his leadership,” said Lancto.
The Deputy Commissioner is responsible for the daily coordination and administration of the multiple units within the Personnel Department. He will also work closely with the administrative staff of the many county departments and the local municipalities the county serves for Civil Service administrative purposes, providing general personnel services, advice and guidance, and ensuring adherence to Civil Service and other legal requirements. The position also serves as a primary contact with the County's labor unions and the county workforce, via contract negotiations and various labor management and special committees.
The position became available with the retirement of Kathy Jennings, Acting Commissioner of Personnel and the appointment by County Executive Steinhaus of Earl Bruno as Commissioner in September of this year.
