Special Legislative Committee on Reapportionment Approves Plan

Poughkeepsie… Dutchess County Legislature Chairman Rob Rolison (R-Poughkeepsie) along with members of the Special Legislative Committee on Reapportionment consisting of Majority Leader Dale Borchert (R-LaGrange) and Minority Leader Barbara Jeter-Jackson (D-Poughkeepsie) voted on and unanimously approved the proposed legislative reapportionment plan at its meeting following input from the Ad Hoc Reapportionment Steering Commission as well as a presentation by Skyline Consulting that reviewed the proposal.

In accordance with the County Charter, the County Legislature is responsible for the reapportionment of its membership within two years after the publication of each federal decennial census.  Legislators who represent each district are elected by their constituency to serve a two year term.

According to the Census Bureau, the 2010 Decennial Census reported the population in Dutchess County increased by 6.2%.  In order to account for its growth, legislative district lines were redrawn to account for population shifts between existing districts.  The plan provides for required compactness and contiguity, and the preservation of cores of existing districts.  Towns and communities were kept whole wherever possible.  The plan is also consistent with the constitutionally and legally accepted principles of "one person, one vote" and Section 2 of the Voting Rights Act of 1965.

The plan will be the subject of a public hearing and will considered by the full Legislature for final adoption at a Special Board Meeting to be held on Wednesday, January 30th at 7 PM in the Legislative Chambers, 22 Market Street, 6th Floor, Poughkeepsie, New York. The plan as a local law is subject to permissive referendum. A copy of the plan can be found at http://www.co.dutchess.ny.us/CountyGov/Departments/Legislature/CLindex.htm under Reapportionment Local Law.
