St. Patrick’s Day Crackdown Detail results in 42 Arrests in Dutchess County

During the St. Patrick’s weekend members of the Dutchess County Sheriff’s Office, Town of Poughkeepsie Police Department, Town of East Fishkill Police Department, Town of Hyde Park Police Department, City of Poughkeepsie Police Department, City of Beacon Police Department, Village of Red Hook Police Department, Village of Millerton Police Department and the New York State Police conducted multi-agency “Saturation Patrol” details throughout Dutchess County as part of a high visibility “Crackdown” enforcement campaign. The goal of the St. Patrick's Day Crackdown as all other crackdown periods was to discourage people from driving impaired, promote awareness, and keep the roadways safe. These details were conducted during the St. Patrick’s Day period of March 14, 2014 thru March 18, 2014.

These patrol details were funded by the Governor's Traffic Safety Committee and the NYS STOP-DWI Foundation which awarded the Dutchess County STOP-DWI Program a “Crackdown Enforcement Grant” for the 2013-2014 Crackdown periods. The objective of the enforcement grant is to revitalize and enhance the visibility of the STOP-DWI Program through coordinated multi-agency impaired driving enforcement details targeting identified statewide crackdown periods. They also include the assignment of certified Drug Recognition Experts (DRE) to aid in the identification and apprehension of drivers impaired by drugs other than alcohol.

Dutchess County STOP-DWI Coordinator William Johnson stated “These highly visible multi agency enforcement details continue to produce an eye opening number of arrests. St. Patrick’s Day should be fun and festive, but for many it has become synonymous with drinking. Unfortunately, that means impaired drivers have made the holiday very dangerous. The National Highway Traffic Safety Administration (NHTSA) reports more than 269 people were killed by drunk drivers on St Patrick’s Day over the years 2009 – 2011, with 45 killed in 2011 alone. The STOP-DWI Crackdown campaign funding enables law enforcement throughout the County to enhance dedicated, coordinated patrols to identify and apprehend impaired drivers. Ultimately, aiming to reduce the incidence of impaired driving and eliminate the associated injuries and fatalities that are 100% preventable”.

While STOP-DWI efforts across New York have led to significant reductions in the numbers of alcohol related fatalities, still too many lives are being lost because of crashes caused by drunk or impaired drivers. Highly visible, publicized efforts like the Crackdown campaign aim to reduce the numbers even further. Motorists encountering what they suspect is an impaired driver, should call 911 with a description of the vehicle, location and direction of travel.

The combined efforts of the involved police agencies during this period resulted in the reported arrests of 42 subjects, 35 of those arrests being impaired driving arrests including 6 felonies.

Below is a listing of arrestees and charges that have been reported.

  • Arthur Charter (42 yoa) of Clinton Corners, NY was charged with DWAI Drugs an E-felony and Criminal Possession of a Controlled Substance 7th a misdemeanor in the Town of Pleasant Valley. The DWAI Drug charge was a felony since he had a prior DWI related conviction within the past ten years.

  • Tina Marie Germano (44 yoa) of Pleasant Valley, NY was charged with Aggravated DWI & DWI both E-felonies in the Town of LaGrange. The DWI charges were both felonies since she had a prior DWI related conviction within the past ten years.

  • Brenda Owens (50 yoa) of Ellenville, NY was charged with Aggravated DWI & DWI both D-felonies as well as Aggravated Unlicensed Operation of a Motor Vehicle 1st an E-felony in the City of Poughkeepsie. The DWI charges were a D-felony since she had two prior DWI related convictions within the past ten years and the AUO 1st charge was a felony since her license was revoked for DWI and she was intoxicated while operating the motor vehicle.

  • Benjamin Sargent-Brown (23 yoa) of Millbrook, NY was charged with DWI & BAC .08% or more both D-felonies in the Town of Pleasant Valley. The DWI charges are felonies since he had two prior DWI related charges within the past ten years.

  • Joseph Nikifor (33 yoa) of Beekman, NY was charged with DWAI Drugs & Alcohol Combined a D-felony, Aggravated Unlicensed Operation of a Motor Vehicle 1st an E-felony, DWAI a misdemeanor, Operating a Motor Vehicle without an Ignition Interlock Device a misdemeanor, Criminal Possession of a Controlled Substance 7th a misdemeanor in the Town of LaGrange. The DWAI Drug/Alcohol charge was a D-felony since he had two prior DWI related convictions within the past ten years and the AUO 1st charge was a felony since his license was revoked for a DWI related charge and he was impaired while operating the motor vehicle.

  • Shavonna Jones (25 yoa) of Poughkeepsie, NY was charged with DWI a misdemeanor as well as Aggravated Unlicensed Operation of a Motor Vehicle 1st a felony in the City of Poughkeepsie. The AUO charge was a felony since her license was suspended or revoked for a DWI related offense and she was intoxicated while operating the vehicle.

  • Jeffrey Summerlin (54 yoa) of Hyde Park, NY was charged with DWI & BAC .08% or more both misdemeanors subsequent to a traffic stop on Freedom Plains Rd in the Town of LaGrange.

  • Sean Jackson (43 yoa) of Poughkeepsie, NY was charged with DWI & BAC .08% or more both misdemeanors subsequent to a traffic stop on Main St in the Town of Poughkeepsie.

  • Hermelindo Morales (35 yoa) of North East, NY was charged with DWI & BAC .08% or more both misdemeanors subsequent to a traffic stop stemming from an erratic vehicle complaint on State Route 22 in the Town of Amenia.

  • Nicholas Spiegel (20 yoa) of Warwick, NY was charged with DWI & BAC .08% or more both misdemeanors subsequent to a traffic stop on North Clinton St in the City of Poughkeepsie.

  • Jocelyn Echandy (21 yoa) of Poughkeepsie, NY was charged with DWI & BAC .08% or more both misdemeanors subsequent to a traffic stop on Main St in the City of Poughkeepsie.

  • Michael Rogers (28 yoa) of Patterson, NY was charged with Aggravated DWI & DWI both misdemeanors subsequent to a traffic stop on Church St in the City of Poughkeepsie.

  • Dylan Tuz (24 yoa) of Pawling, NY was charged with Aggravated DWI & DWI both misdemeanors subsequent to a traffic stop on State Route 55 in the Town of Pawling.

  • Tavonna Cherry (31 yoa) of Poughkeepsie, NY was charged with DWI after being involved in a one car rollover personal injury auto crash at the intersection of Freedom Rd and Mountain Rd in the Town of LaGrange.

  • Mark Langworthy (4/14/61) of Beekman, NY was charged with DWI & BAC .08% or more both misdemeanors subsequent to a traffic stop on State Route 55 in the Town of Pawling.

  • Nicholas Paty (25 yoa) of Beacon, NY was charged with DWI & BAC .08% or more both misdemeanors subsequent to a traffic stop on State Route 9 in the Town of Wappinger.

  • Dylan Gardineer (34 yoa) of Fishkill, NY was charged with Aggravated Unlicensed Operation of a Motor Vehicle 2nd a misdemeanor in the Town of Wappinger.

  • Courtney Abedelhadi (23 yoa) of Hyde Park, NY was arrested on a warrant from the Town of Poughkeepsie Court on Maple St in the Town of Poughkeepsie.

  • Alexandra Sussman (38 yoa) of Hopewell Jct, NY was charged with Aggravated Unlicensed Operation of a Motor Vehicle 3rd a misdemeanor in the Town of East Fishkill.

  • Douglas Lee (33 yoa) of Poughquag, NY was charged with Aggravated Unlicensed Operation of a Motor Vehicle 2nd a misdemeanor in the Town of East Fishkill.

  • Clinton Moore (22 yoa) of Rhinebeck, NY was charged with DWI & BAC .08% or more both misdemeanors in the Town of Red Hook.

  • Kelly Pinho (44 yoa) of Elizaville, NY was charged with DWI & BAC .08% or more both misdemeanors in the Town of Red Hook.

  • Laura Soto-Bayomi (22 yoa) of Secaucus, NJ was charged with DWI & BAC .08% or more both misdemeanors in the Village of Red Hook.

  • Alanna Andrews (23 yoa) of LaGrange, NY was charged with DWI & BAC .08% or more both misdemeanors in the Town of Poughkeepsie.

  • Tiara Middleton (24 yoa) of Wappingers Falls, NY was charged with DWI & BAC .08% or more both misdemeanors in the Town of Poughkeepsie.

  • Ricardo Sandoval (28 yoa) of Weston, Fl was charged with DWI & BAC .08% or more both misdemeanors in the Town of Hyde Park.

  • Dennis Campbell (60 yoa) of Nelsonville, NY was charged with DWI a misdemeanor in the City of Beacon.

  • Anthony Pricevuto (50 yoa) of Beacon, NY was charged with DWI a misdemeanor and Unlawful Possession of Marihuana a violation in the City of Beacon.

  • Carlos Castrejon (30 yoa) of Beacon, NY was charged with Aggravated Unlicensed Operation of a Motor Vehicle 2nd a misdemeanor in the City of Beacon.

  • Lloyd Barnes (49 yoa) of Beacon, NY was charged with Aggravated Unlicensed Operation of a Motor Vehicle 2nd a misdemeanor in the City of Beacon.

  • Joron Hines (24 yoa) of Beacon, NY was charged with Aggravated Unlicensed Operation of a Motor Vehicle 2nd a misdemeanor in the City of Beacon.

  • A 22 yoa male from Beacon, NY was charged with Unlawful Possession of Marihuana a violation in the City of Beacon.

  • The New York State Police Troop K made an additional 10 impaired driving arrests nine for DWI and one for Aggravated DWI.

*All subjects arrested and charged are alleged to have committed the crime and are presumed innocent until proven guilty and are to appear in a local court at a later date.
