2008 Department Goals:
-
To fulfill our department’s responsibilities as defined by the County Executive and the NYS Office of Children and Family Services
- Be a member of the Health & Human Services Cabinet.
- Receive full reimbursement of OCFS’ 2007 grant funds.
- File all required OCFS reports.
- Administer and monitor the County’s grants to Youth Assets Mini-grants, Cornell Cooperative Extension, Voluntary Action Agency and the Youth Gang Preventive Initiative Grant (NECC, MHA, HRH, and YMCA).
- Support the staff’s commitment to the Youth Bureau’s mission through joint staff meetings; have each staff member participate in a training events; and each staff represents the department at a minimum of one community event annually.

Monitor the operation of the Youth Services Unit (YSU) to evaluate their success in achieving the grants’ outcomes.
- Monitor the program through attendance of YSU staff meetings, presentations, and review of reports and fiscal claims. (150 general counseling, 70 PINS/30 JD referrals and 30 Project Return youth).
- Support the ongoing systems changes as identified by the Juvenile Justice Taskforce and YASI implementation.
- Supervising Youth Worker will participate in the YASI Quality Assurance Workgroup
- The Supervising Youth Worker will participate in Juvenile Task Forces Committee
- Send a representative to the Court Involved Youth Committee
- Send a representative to the Children Providers Committee
- Send a representative to the Coordinated Children Services Initiative, Tier I & Tier II Committees
- Send a Project Return staff to the Youth Treatment Court
- Monitor Project Return & PINS reimbursement of DSS’ Child Welfare Finance funding.
- Provide leadership for the collaborative implementation of the 40 Developmental Assets to schools and communities.

To increase integration and coordination of the Youth/Human Services Delivery System.
- Represent the Youth Bureau on the DC Health &Human Services, Executive Cabinet:
- Send a representative to the Performance Evaluation Workgroup.
- Send a representative to the Public Awareness Workgroup.
- Send a representative to the Housing Workgroup
- Continue implementing the Child & Family Services Plan strategies regarding the Youth Bureau Tasks and provide OCFS an update when requested.
- Participate on the Children’s Services Council’s Executive Committee.
- Send a representative to the CSC Full Council Committee
- Send a representative to the CSC ICP Workgroup
- Send a representative to the CSC Integrated Assessment Workgroup
- Provide leadership for the 2008 CSC Fall Youth/Adult Conference.
- Send a representative to the CSC Youth Assets Team Committee
- Send a representative to the DC Fairgrounds Youth Festival Committee
- Participate in two Youth Assets trainings.
- The Youth Council will be in charge of the RFP and Allocation process.
- Support the Youth Assets Mapping Project administered by the ACT for Youth Grant. (CCEDC)
- Participate in the CSC Transition – Ad Hoc Workgroup
- Support activities that promote improvement in the 2007 CSC Status Report indicators.
- Participate in the implementation of the Child and Family Services plan.
- Monitor the updates to OCFS and http://www.dccscountywidedata.com/.
- Meet quarterly to monitor the status of the Plan’s strategies.
- Review results of other cross systems needs assessment reports.
- Represent the Youth Bureau in the Criminal Justice Council’s, Executive Committee
- Send a representative to the CJC Full Council Committee
- Chair the CJC’s Prevention -Subcommittee
- Represent the Youth Bureau in the Workforce Investment Board’s, Youth Council Committee

To prioritize resources in order to recommend allocations to best meet the needs identified in the Child & Family Services Plan.
- Be the Administrator of the Dutchess County Youth Gang Prevention Initiative; the RFP process, Program Monitoring, and Fiscal Management.
- Be the Administrator of the Youth Assets Initiative; the RFP Process and Fiscal Management.
- Assist Youth Board in reviewing their priorities for OCFS allocations.
- Organize the 2009 OCFS Request for Proposals process.
- Submit the 2009 Resource Allocation Plan for OCFS approval.
- Participate in the review of other funding proposals to promote CFS Plan’s priorities.

To monitor and evaluate contracted services for performance outcomes and future allocations. (70% of contract agencies and Municipalities will achieve 80% or better of their grant outcomes and will serve the targeted number of youth by successfully completing their grant objectives.)
- Review and file 2007 Annual Program Reports with OCFS.
- Report 2007 OCFS program outcomes in the June Annual Report to the Community.
- Review agency reports quarterly and annually, and summarize them for the Board.
- Review the fiscal status of the grants with the Board, quarterly.
- Monitor all contracted/municipal agencies on-site.
- Assist the Youth Board and sub-committees in fulfilling their tasks.

To provide technical assistance to help agencies achieve their outcomes and improve youth/family services in the county.
- Offer technical assistance and fiscal training to youth agencies.
- Meet with municipal Supervisors, Mayors and Recreation Directors for input.
- Arrange bidder conferences on funding opportunities.
- Publish the Youth Bureau newsletter tow times a year
- Maintain the Youth Bureau web page with current program and resource information.
- Assist the RHYS Coordinator to address specifically runaway homeless youth issues at least twice a year at the ICP Workgroup.

To provide youth opportunities for leadership and empowerment.
- Coordinate the Youth Council as the countywide leadership program and promote forums to share youth concerns.
- Bring Youth Council members to the 2008 February ANYSYB statewide Youth Leadership Forum and to the ANYSYB Legislative Breakfast (weather permitting).
- Use the 2008 Youth Asset Mini-grants to promote youth leadership opportunities and to encourage local initiatives to involve with the youth planning efforts.
- Provide articles, points of interest and speak on developmental youth assets.

To increase public awareness about youth issues and promote effective research-based programs.
- Support the Youth Board in their advisory role and maintain membership/officers.
- Promote developmental assets through community events/speaking.
- Organize the 2007 YEA awards and annual Youth Board Luncheon.
- Membership on the Association of New York State Youth Bureaus.
- Participate in the Taconic Region Youth Bureau Directors Committee.
- Support legislation that promotes youth development, developmental assets, and community/school collaboration.
