NY State of Health - The Official Health Plan Marketplace:

You and your family have many new low cost, quality health insurance options available through the Individual Marketplace. Quickly compare options and apply for assistance that could lower the cost of your health coverage. Health Insurance Information, Counseling, and Assistance Program for Medicare Participants (HIICAP):

Child Health Plus, Family Health Plus, or Medicaid Prenatal Care Program 

Contact Maternal-Infant Services Network at 1-800-453-4666 to enroll. Bilingual enrollers are available to assist in the application process, answer any questions, and let you know which documents are needed.


  • Child Health Plus: Free or low cost health insurance for children under the age of 19. For a complete description of program, benefits and who is eligible to enroll see

  • Family Health Plus: Free health insurance for adults between the ages of 19 - 64. For a complete description of program, benefits and who is eligible to enroll see
  • Medicaid Prenatal Care Program: Health insurance for pregnant women, regardless of citizenship. Pregnant women are enrolled into care for the length of their pregnancy and for 8 weeks postpartum. The baby will have children's Medicaid for one year.



Healthy New York provides coverage for small businesses, sole proprietors and individuals. It offers various streamlined benefit packages to choose from. Visit their web site or call1-866-432-5849. Coverage under the Healthy NY program is subject to a pre-existing condition waiting period. If the applicant has a medical condition that they have been either diagnosed with or treated for in the last six months, services for the treatment of that condition may be excluded from coverage for up to a year.




~ Health Services Available for the Uninsured or Under Insured ~

Prescription Drugs

  • Dutchess County Prescription Discount Drug Card Program provides discounts on prescription drugs not covered by insurance. Enrollment is free and there are no age or income requirements. Save an average of 20% off the pharmacy’s regular price. To get a Prescription Discount Card you can go to and click on Print a Card Now! You can use card immediately. One card is good for the whole family. You can also go to Dutchess County Prescription Discount Drug Card Program to view the list of participating pharmacies and agencies where you can pick up a card.
  • Dutchess Outreach: One time only prescription assistance offered by Dutchess Outreach if the prescription is not covered by insurance. You must bring the prescription to their office on the 2nd floor of the Family Partnership Center, 29 North Hamilton St. in Poughkeepsie from 1-4 pm Monday through Friday. They will do an intake process and you must present your social security card. For additional information call 845-454-3792.

Dutchess County is offering a new Dental Discount Program with access to more than 50 dentists, orthodontists, and dental specialty practices participating in Dutchess County.  You can save 5 to 50% on dental procedures including routine oral exams, cleanings, dentures, root canals, crowns, and more!  Dental Discount Program rates are for an Individual are $6.95 per month or $59 annually, Family plans are available for $8.95 per month, or $69 annually.

Primary Care, Specialists, OB/GYN, Mental Health, and Dental offered at sliding scale or financial assistance listed below:

  • Hudson River Healthcare offers a sliding fee scale for medical services for those who are uninsured or under insured based on family size and income, including mental health, dental services, and obstetric care are also offered at some of their locations. For more information
  • Mid-Hudson Regional Hospital (Formerly Saint Francis Hospital) offers specialty clinics in Neurology, Ophthalmology, Orthopedics, Podiatry, and Urology. These clinics are offered to anyone including those with insurance, Medicaid and uninsured. The hospital has a financial assistance program for those who cannot afford the service, or cannot afford the co-payment.  To find out about financial assistance, call Patient Accounting at 845-483-5217.
