Guidance for those looking to construct, rebuild, or add bedrooms to their home, or to construct an accessory dwelling on their property, and their property does not have central sewer and central water.
To get your lot approved to install or modify a well or septic system, you will need to hire a NYS-registered Professional Engineer to complete a design for your septic system and well location onto a plan. The design will be based on the size of your house (the number of bedrooms), the topography of the land, the neighboring wells and septic systems, and the type of soil on the lot, including the depth to rock or groundwater.
Registered Architects and Land Surveyors with an N exemption may also design septic systems.
Typically, you apply for a building permit at your town building inspector’s office. Please contact the local municipality for specific directions on requirements for obtaining a building permit in that municipality.
When applying for a building permit the local municipality will have you complete the top section of the DCDOH SAN 34 form. The building inspector reviews the application for accuracy and then forwards it to us to confirm that there is a valid approval for the proposed use.
In certain instances, DOH may:
After it has been verified that a valid design approval exists, the form gets in the hands of one of our DCDOH inspectors to contact the applicant to schedule a pre-construction conference at the job site. After the inspector, the homeowner, and installer review the proposed system installation in the field, we will inform the municipality that we have no objection to the issuance of a building permit.
Keep in mind, if problems (such as soil conditions not anticipated by the plan or errors in the plan) are found during the pre-construction inspection, no building permit will be recommended, and it may be necessary to conduct further evaluations of the lot to determine the acceptability for the arrangements for sewage disposal and water supply.
View a quick one sheet explaining the process.
After installation of the septic system and/or well, but before the final cover is placed, the installer must schedule an inspection with one of our DOH inspectors. If the septic system is installed according to the plan and the well completion report is received and is acceptable, and (if necessary) the fill certification (HD-5) is received and acceptable then DCDOH will recommend the issuance of a certificate of occupancy.
