Poughkeepsie, NY – At its January Board Meeting, the Dutchess County Legislature confirmed Ms. Karen E. Hagstrom as its fifth Legislative Counsel in its 51-year history. Hagstrom is the first woman to occupy the position. Pursuant to the County Charter, the position of Legislative Counsel is appointed by the Chairman and confirmed by the full Legislature. She is filling the unexpired term of Scott L. Volkman who recently became a City of Poughkeepsie Court Judge.

“I was raised in Dutchess County and look forward to continuing to help our residents in my new role as Legislative Counsel,” said Ms. Hagstrom. “Having spent most of my legal career reviewing and interpreting laws and regulations will help me carry on the work done by the great legal minds of my predecessors and I look forward to following in their footsteps.”

“Ms. Hagstrom’s extensive legal background will aid her in stepping into this position and allow her to rapidly expand her knowledge and expertise,” said Chairman Gregg Pulver. “Her reputation in the legal community is outstanding. I am confident that she will provide sound legal advice to the Legislature.”

Ms. Hagstrom’s 24 years of experience includes 9 years as a Senior Assistant District Attorney, Senior Assistant County Attorney, and 15 years in private practice. Ms. Hagstrom’s practice focuses on tax certiorari, civil litigation, appellate advocacy, land use, and municipal law.
