Hyde Park Woman Charged with Animal Cruelty

The Dutchess County Sheriff’s Office reports the arrest of Raysonia M. Owens, age 44 of Hyde Park, for animal cruelty in connection with the death of a dog on 9/3/24. 

On the above date Deputies responded to the Hyde Park Terrace Apartments on Albany Post Road for an animal complaint. Upon arrival a small dog was found to be deceased and it was reported that it had possibly suffered the fatal injuries from a fall. Further investigation revealed that the dog’s cause of death is consistent with a pre-existing medical condition as opposed to injuries from a fall, and Ms. Owens was then arrested by Sheriff’s Office Detectives on 10/28/24. 

At this time Ms. Owens is accused of causing the dog’s death by failing to provide the necessary treatment for its medical condition, and has been charged with Aggravated Cruelty to Animals (felony).

After being processed Ms. Owens was released on an appearance ticket returnable to the Town of Hyde Park Court on 11/19/24 at 5:00 pm. The Sheriff’s Office was assisted in the investigation by the Dutchess County SPCA.  

As with any criminal case the charge described above is merely an accusation, and Ms. Owens is presumed innocent until proven guilty in a court of law.
