Three incarcerated individuals charged with violating court orders

The Dutchess County Sheriff’s Office reports the arrests of the below individuals in connection with separate incidents at the Dutchess County Jail. All three were incarcerated at the jail at the time the incidents and arrests, and remain there at the time of this writing.

• Bishmi Thrasher, age 32 of Poughkeepsie.
• Saed Ramadan, age 45 of Wappinger
• Michael Winchcombe, age 44 of Union Vale

All three have been charged with aggravated family offense (felony) and criminal contempt 2^nd (misd), and are accused of violating orders of protection by calling protected parties. Mr. Thrasher has been charged with 2 counts of each charge in connection with different incidents. All three were arrested on 12/8/23, and are due to appear before the City of Poughkeepsie Court on 12/18/23 for arraignment.

As with any criminal case the charges described above are merely accusations and all three defendants are presumed innocent until proven guilty in a court of law.
