Halloween DWI Details Lead To 37 Arrests in Dutchess County

During Halloween and the following weekend members of the Dutchess County Sheriff’s Office, City of Poughkeepsie, City of Beacon PD, Town of East Fishkill Police, Town of Hyde Park Police, Town of Poughkeepsie Police Department, Town of Fishkill, Village of Red Hook Police, Village of Millerton Police & Village of Fishkill conducted multi-agency “Saturation Patrol” details throughout Dutchess County as well as a joint-agency Sobriety Checkpoint all part of a high visibility “Crackdown” enforcement campaign. The goal of the Halloween Crackdown was to discourage people from driving impaired, promote awareness, and keep the roadways safe. These details were conducted during the Halloween Crackdown period of October 30 thru November 3, 2013, which also included a joint-agency sobriety checkpoint that was conducted by the Dutchess County Sheriff’s Office and the City of Poughkeepsie Police Department.

These patrol details were funded by the Governors Traffic Safety Board and the NYS STOP-DWI Foundation which awarded the Dutchess County STOP-DWI Program a “Crackdown Enforcement Grant” for the 2013-2014 Crackdown periods. The objective of the enforcement grant is to revitalize and enhance the visibility of the STOP-DWI Program through coordinated multi-agency impaired driving enforcement details targeting identified statewide crackdown periods. They also include the assignment of certified Drug Recognition Experts (DRE) to aid in the identification and apprehension of drivers impaired by drugs other than alcohol. These details were conducted during the Halloween Crackdown period of October 30 thru November 3, 2013, which also included a joint-agency roving sobriety checkpoint that was conducted by the Dutchess County Sheriff’s Office and the City of Poughkeepsie Police Department on November 2nd and included the assignment of a DRE from the sheriff’s office. The checkpoints had a total of 670 vehicles pass thru with 6 impaired driving arrests being made which averaged 1 impaired driving arrest for each 111 vehicles that came thru the checkpoints.

While STOP-DWI efforts across New York have led to significant reductions in the numbers of alcohol related fatalities, still too many lives are being lost because of crashes caused by drunk or impaired drivers. Highly visible, publicized efforts like the Crackdown campaign aim to reduce the numbers even further. Motorists encountering what they suspect is an impaired driver, should call 911 with a description of the vehicle, location and direction of travel.

The combined efforts of the involved police agencies during this period resulted in the reported arrests of 37 subjects, 28 of those arrests being impaired driving arrests.

Below is a listing of arrestees and charges that have been reported so far.

Robert Passantino (38 yoa) of Mahopac NY was charged with DWI, BAC .08% or more & Aggravated Unlicensed Operation of a Motor Vehicle 1st all felonies as well as Operating a Motor Vehicle without an Ignition Interlock device a misdemeanor. The DWI charges were felonies since he had a prior DWI conviction within the past ten years and the AUO charge was a felony due to the fact he was operating the vehicle while his license was revoked due to a DWI conviction and he was intoxicated at the time.

Sergiu Surubaru (25 yoa) of Pleasant Valley was charged with DWI & BAC of .08% or more both misdemeanors.

Marc Nachman (19 yoa) of Ridgewood NY was charged with DWI & BAC of .08% or more both misdemeanors.

Aaron Rebackoff (30 yoa) of Staatsburg was charged with DWI a misdeameanor.

Joseph Schmidt Jr (30 yoa) of Hyde Park was charged with DWI & BAC of .08% or more both misdemeanors.

Nancy Chambers (51 yoa) of Hyde Park was charged with DWI & BAC of .08% or more both misdemeanors.

Ricky Rosa (22 yoa) of Hopewell Jct was charged with DWAI Drugs a misdemeanor.

Kristin Tanda (21 yoa) of Hopewell Jct was charged with DWI & BAC of .08% or more both misdemeanors.

Anthony Lucchese (24 yoa) of Brewster was charged with DWI & BAC of .08% or more both misdemeanors.

Kym Chamberlain (48 yoa) of Wappinger was charged with DWI a misdemeanor stemming from a property damage crash in the Town of Wappinger.

Wingyu Chan (27 yoa) of Hyde Park was charged with DWI & BAC .08% or more both misdemeanors.

Carrington McDonald (27 yoa) of Poughkeepsie was charged with DWI & BAC .08% or more both misdemeanors.

Rodney Burger (44 yoa) of Poughkeepsie was charged with DWI a misdemeanor.

Valeria Coronel-Solis (20 yoa) of Poughkeepsie was charged with DWI & BAC of .08% or more both misdemeanors.

Nickolas Ferrelli (29 yoa) of Poughkeepsie was charged with DWI a misdemeanor.

John Coppola (22 yoa) of Hopewell Jct was charged with DWI & BAC of .08% or more both misdemeanors.

*Anthony Wright (49 yoa) of Poughkeepsie was charged with Criminal Possession of a Controlled Substance 7th, False Personation & Aggravated Unlicensed Operation 3rd all misdemeanors.

*Stephanie Quinn (20 yoa) of Poughkeepsie was charged with Criminal Possession of a Controlled Substance 7th a misdemeanor.

Tyler McEnroe (26 yoa) of Millbrook was charged with DWI & Obstructing Governmental Administration both misdemeanors as well as Unlawful Possession of Marihuana a violation after a foot pursuit in the Town of Hyde Park.

Natasha Veloso (19 yoa) of Danbury Ct was charged with DWI & BAC of .08% or more both misdemeanors.

Sean Donaghey (20 yoa) of Wappingers Falls was charged with DWI & BAC of .08% or more both misdemeanors.

Shameka Coleman (27 yoa) of Poughkeepsie was charged with DWAI Drugs a misdemeanor.

Daven Patel (22 yoa) of Cornwall Bridge Ct was charged with DWI & BAC of .08% or more both misdemeanors.

Leticia Alverez (21 yoa) of New Windsor was charged with DWI a misdemeanor.

Matthew Manfredo (29 yoa) of Poughkeepsie was charged with DWI & BAC .of .08% or more both misdemeanors.

Michael D’Orsogna (18 yoa) of Skyesville MA was charged with DWI & BAC of .08% or more both misdemeanors.

Shanique Phillips (21 yoa) of Poughkeepsie was charged with DWI & BAC .08% or more both misdemeanors.

Bryon Ward (22 yoa) of Poughkeepsie was charged with DWI a misdemeanor.

Ryan Collins (25 yoa) of Red Hook was charged with DWI & BAC of .08% or more both misdemeanors.

Ariana Caraballo (39 yoa) of Tivoli was charged with DWI & Aggravated DWI both misdemeanors.

Dustin Folkes (18 yoa) was charged with Criminal Possession of a Forged Instrument a felony &, DWI & BAC of .08% or more both misdemeanors. As well as Leaving the Scene of a Property Damage Auto Accident an infraction.

A 34 yoa male from Dover a 23 yoa male from Poughkeepsie were charged with Unlawful Possession of Marihuana a violation. Additionally five subjects from Red Hook who were all 21 yoa were charged with D.C. Social Host Law a violation for having a large party with underage drinking.

*All subjects arrested and charged are alleged to have committed the crime and are presumed innocent until proven guilty and are to appear in a local court at a later date.
