Per regulation, 18 NYCRR § 304.1, a Code Blue alert must be called when temperatures are expected to fall below 32 ̊F with wind chill for at least two consecutive hours, based on the local forecast issued by the National Weather Service.
As a result, Dutchess County is seeking facility owners interested in making available space for use as a Code Blue Warming Center during the winter season. Code Blue Warming Centers provide a safe, temporary respite for individuals experiencing homelessness during periods of severe winter weather. Facility owners are invited to submit a Letter of Interest describing the availability, capacity, amenities, and occupancy costs of their facility. Submitted facilities will be shared with prospective nonprofit 501(c)(3) organizations responding to the County's Code Blue Warming Center Request for Proposals (RFP) for consideration as potential warming center locations.
Any entity with available space located within Dutchess County that could be utilized as a Code Blue Warming Center is encouraged to submit a Letter of Interest. This includes, but is not limited to:
Submitting a Letter of Interest and completing the Facility Interest form does not obligate the facility owner to participate, nor does it guarantee that the facility will be selected for use. The County and prospective nonprofit operators may contact interested facility owners for additional information or to schedule a site visit before determining whether the facility is suitable for warming center operations.
