Dutchess County Comptroller Gregg Pulver Releases 2024 Q3 Update on Allocation and Spending of American Rescue Plan (ARP) Funds

The Dutchess County Comptroller’s Office has released their Q3 Special Update Report on the ARP federal funding, the “Dutchess Invests” spending plan, and actual expenditures/obligations of the County as of September 30, 2024. The County has received a total of $57,148,397 in ARP funds and has since spent $56,769,625, of which $25,372,361 was spent in the 3rd quarter of 2024. 

The three largest expenditures from Q3 were for: (1) Dutchess County’s annual contribution to the community college – $17,123,656; (2) Dutchess County’s chargeback costs paid to other community colleges for Dutchess County residents – $4,012,071; and (3) Various vendors for Dutchess County’s pre-school special education costs – $3,524,611.

ARP funds must be used for costs incurred on or after March 3, 2021, must be obligated by December 31, 2024, and spent by December 31, 2026. As of September 30, 2024, a total of $378,772 of ARP funds received by Dutchess County through the SLFRF Program remains unspent and unobligated.
