Dutchess County Comptroller's Office Releases Part 2 of Capital Plan Review Audit Series

Dutchess County Comptroller Gregg Pulver has announced the completion and release of the Comptroller’s Office’s second report in a three-part series dedicated to examining all open major capital projects. The first part was released in May 2022 and focused on major Buildings and Parks projects over $1 million. Part 2 is a review of the current state and effectiveness of the processes related to the planning of capital projects.

Ultimately, the Comptroller’s Office concluded that a greater formality in the planning process would be more closely aligned with the guidance provided by the New York State Comptroller’s Office, and therefore leave less room for vulnerabilities or errors for the County. The County Executive’s Office agreed that the policy committee would work on converting the Capital Plan Charter and Code requirements into a Capital Plan policy format that would be included with other policies in the online repository.

“The monies associated with Capital projects is large and impactful on the County’s overall financial health,” said Comptroller Pulver. “I’m pleased to have given these longstanding processes a careful review and hope that the County Executive’s Office continues to utilize the Comptroller’s Office as a resource.”
