New Online Search Function Improves Public Access to Legislative Resolutions

Poughkeepsie…Dutchess County Executive Marcus J. Molinaro and Chairman of the Legislature Rob Rolison have announced a new online function available on the County’s website (www.dutchessny.gov) that provides access to current and past legislative resolutions.  The search application is part of the County’s new Enterprise Content Management (ECM) system, a capital project undertaken in 2013 through the Office of Central and Information Services (OCIS). The ECM initiative was demonstrated at the Dutchess County Legislature’s Government Services and Administration Committee Meeting this week.

One of the primary benefits of the Enterprise Content Management system is to enhance productivity while reducing paper waste through the digitalization of county documents.  The new resolution search function is an example of improving the efficiency of county government, enhancing government transparency and making it easier for residents to be engaged and informed about Dutchess County Government.

County Executive Molinaro said, “This is another important tool giving people access to their county government.   The new Enterprise Content Management system has already provided tremendous benefit for employee productivity for internal county government work, and we are pleased to begin offering the benefits of the ECM system for public use.”

Each month, the Dutchess County Legislature adopts resolutions that set policy through establishing or amending local laws, authorizing appropriations, consent to long term borrowing, determine county policies as well as a wide range of other actions.  These resolutions are carefully considered and debated.    The new resolution search function enables people to view each resolution plus related documentation including the fiscal impact statement and roll call sheet that records the vote of each legislator.

Among the key features and benefits of the Legislative Resolutions Search function are:

• Resolutions may be viewed in their entirety by any person at any time, and may be downloaded or printed from anywhere.
• Keyword and full text search of legislative resolutions.
• Instant access to resolutions.
• No cost for printed copies.

Legislature Chairman Rob Rolison said, “The integration of the new Enterprise Content Management tool provides for our constituents and workforce to retrieve content in an effective and efficient manner. We are pleased to offer this technological strategy that is not only cost effective but eliminates duplicity and provides streamline access.

The Enterprise Content Management system is an on-going project for Dutchess County Government.  As the project continues, additional documents will be made available and easily located on the website, including historical documents, health department permit information and much more.
