Poughkeepsie, NY ... Dutchess County Executive William F.X. O’Neil has announced more than $2.4 million to be awarded for 21 projects through the County’s 2023 Community Development Block Grant (CDBG) and HOME Investment Partnership Program (HOME). This investment will remove barriers to accessibility for seniors and those with special needs, address critical infrastructure needs and expand affordable housing options throughout Dutchess County.
CDBG and HOME program funding is provided by the U.S. Department of Housing and Urban Development (HUD) to address locally identified community development and housing needs. CDBG funds support community development projects and activities that benefit low- and moderate-income people, neighborhoods and communities; the HOME Investment program creates affordable housing options for low-income households.
County Executive O’Neil said, “These funding awards address several infrastructure needs, including drainage enhancements, removal and replacement of a galvanized waterline, and affordable housing opportunities. These grant awards, in coordination with other County initiatives and state and federal funding opportunities, address the widespread need to replace aging infrastructure and to promote housing affordability for all. We’re able to leverage these federal grants with County funding streams – including from the countywide Housing Trust Fund, for example – to make projects possible.”
CDBG and HOME Investment funding recommendations are contingent on the completion of the 30-day public comment period of the HUD-required 2023 Annual Action Plan. Dutchess County is currently seeking comments on the draft 2023 Annual Action Plan through April 20, 2023. A public meeting will be held both in-person and virtually at 10 a.m. on Wednesday, April 12, 2023; additional information regarding the public hearing is available on the Department of Planning and Development’s webpage.

South Avenue Sidewalk Replacement – Improve pedestrian safety and accessibility by removing and replacing existing deteriorated sidewalks with new accessible sidewalks on the west side of South Ave., between Davies Ave. and Wolcott Ave.

Single-Family Affordable Housing – Acquisition of a single-family, 3-bedroom home which will undergo renovations before renting to a low- and moderate-income family.

Boyce Park Multi-Purpose, ADA-Compliant Recreation Facility – Renovate existing non-functional restrooms at J. H. Ketcham Memorial Park in Dover Plains and Thomas Boyce Park in Wingdale into ADA-compliant, single-occupancy, unisex public restrooms.
Town of East Fishkill, $150,000
Worley Homes Drainage Project – Improve the Worley Home community’s failed drainage system by replacing 5 failed dry wells and 14 catch basins, and adding additional drainage lines with connections to the main drainage system.
Town of Pawling, $100,000
Town Hall Restroom Accessibility Improvements – Remove accessibility barriers by renovating 2 existing restrooms to create 2 new multi-stall restrooms, including ADA-compliant toilets, sinks and finishes.
Town of Red Hook, $49,000
St. Margaret 2nd Floor Accessibility Project – Ensure accessibility by installing a vertical platform lift to allow people of all abilities access to the second floor, including interior construction on the first- and second-floor foyers to accommodate the lift, installation of the lift and related electrical improvements.

Senior Facility Accessibility Upgrades – Accessibility and HVAC updates to the existing recreational space to create a space for year-round senior activities that will be made available to neighboring communities; updates will include two accessible parking spots, a new walkway/handicap ramp and a new accessible door.
Village of Millbrook, $100,000
Franklin Avenue Accessibility Enhancements – Promote accessibility for seniors and those of all abilities by improving pedestrian accessibility with a focus on crosswalk improvements, including pedestrian signals, curb ramps, detectable warnings and crosswalk alignments. Sidewalk improvements will focus on specific areas that pose an accessibility challenge, with repairs focused on shaving, resetting heaved sidewalk panels and an attempt to preserve the existing mature trees that line Franklin Ave.

Anderson Way Water Main Replacement – Improve water quality and public safety by replacing the existing galvanized 4-inch water main with a new 6-inch PVC water main, including new PEX service connections, hydrants and curb stops along the approximately 1,000-foot-long roadway.
Village of Tivoli, $150,000
Tivoli Fire House Drainage Improvements Project – Improve drainage capacity at the firehouse by excavating the existing soils to install a new swale around the parking lot, catch basins, planted areas, a rain garden and associated piping to connect this area to other Village drainage systems.

Catholic Charities, $25,000
Homeless Prevention Case Management Program – Emergency rent assistance and limited utility assistance to approximately 50 low-income Dutchess County residents to help stabilize housing. Case management assists clients in independently sustaining their household needs.
Friends of Seniors, $25,000
Senior Transportation and Support Services – Provide County residents age 60+ with basic support services, including transportation to non-emergency medical appointments, grocery shopping, visiting services, telephone reassurance and respite to primary caregivers.
Hudson River Housing, $25,000
Housing First Support Services – Case management services under the Housing First Program help high-risk, vulnerable homeless adults secure and maintain stable housing.

River Haven Homeless Youth Program – Crisis services, emergency housing, counseling, case management and youth development programming for runaway, homeless and at-risk youth ages 10-17. River Haven Independent Living Program provides services for older homeless and at-risk youth transitioning toward self-sufficiency. River Haven Transitional Living Community provides 17- to 25-year-old homeless youth safe housing as they work towards independence within two years.
Mental Health America of Dutchess County, $25,000
Substance Abuse Residential Recovery Services – A comprehensive continuum of services offering the promise of recovery to chemically dependent individuals. MARC offers emergency housing, non-hospital-based detox and treatment referral, community residences, supportive housing, counseling, life skill training, vocational development, sober supported apartments, tenant counseling and rent subsidies.
Northeast Community Council, $25,000
Youth Development: Teen Team and CPSB – Teen Team is a peer support group that provides educational, recreational and community service opportunities for socioeconomically disadvantaged youth ages 14-18. The Community Partnership with Schools and Business (CPSB) offers workforce development and intern opportunities in local businesses for youth ages 14-21.

Habitat for Humanity of Dutchess County, $125,000
Sunset Avenue, Town of Poughkeepsie – Construction of four single-family homes targeted for affordable homeownership on 4.5 acres in the Town of Poughkeepsie; HOME funding will support the site preparation for all four units in the development.
Hudson River Housing, $200,000
9-13 Noxon Street Renovations, City of Poughkeepsie – Renovation of legal boarding house, including exterior and interior work, and major systems replacements for 16 single-room occupancy (SRO) units for extremely low-income residents; HOME funding is supporting 10 units in the development.
Hudson Todd, LLC, $199,000
Two Cross Street, City of Beacon – New construction of 18-unit affordable housing development in a mixed-use building, including nine units for frail-elderly seniors; HOME funding will support two units in the development.
Kearney Realty and Development, $100,000
The Woods at Pawling, Village of Pawling – New construction of 80 units of affordable housing in five buildings, composed of 20 one-bedroom, 40 two-bedroom and 20 three-bedroom rentals; HOME funding will be supporting 10 units in the development.
Mega Contracting and ACLD, $440,000
Wallace Campus, City of Poughkeepsie – Renovation and new construction of 187 affordable housing units in mixed-use structures throughout several buildings in downtown Poughkeepsie; HOME funding will support 11 units within the development.
CDBG Municipal and HOME applications are accepted annually by the Department of Planning and Development. CDBG Public Service applications are accepted bi-annually. Applications are reviewed by the Community Development Advisory Committee with recommendations forwarded to the County Executive for final approval.
