Poughkeepsie… Dutchess County Executive Marc Molinaro has announced $500,000 in funding has been awarded through Dutchess County’s Partnership for Manageable Growth (PMG) Water and Wastewater Facility Planning and Development Program to support infrastructure upgrades to the Village of Pawling and the Pawling Joint Sewer Commission’s existing Wastewater Treatment Plant (WWTP). This portion of the PMG program seeks to assist in providing the infrastructure necessary to support and expand municipal centers.
County Executive Molinaro said, “Our Partnership for Manageable Growth program isn't only about preserving farmland and open space, we also support smart growth and development of our community centers. By assisting municipal partners and improving infrastructure, together we provide these necessary services at affordable rates to our residents, while attracting new residents and businesses and helping Dutchess County thrive.”
The PMG program focuses primarily on protecting important agricultural and open space resources and, since its inception in 1999, has leveraged Federal, New York State, municipal and non-profit partnerships to preserve 3,526 acres of farmland and 502 acres of open space. The PMG Water and Wastewater Facility Development Program, which is reviewed by the Dutchess County Water and Wastewater Authority (WWA), assists municipalities in implementing the recommendations of the 1992 Dutchess County Water and Wastewater Plan by providing grant funding to reduce capital construction costs or to purchase future capacity of water and sewer infrastructure systems. The funding cannot be used for system maintenance, operation, or repair. In addition to the Village of Pawling project, $500,000 has been committed to a Sewer District project in the Town of Hyde Park.
Village of Pawling Mayor Robert Liffland said, “This project will result in a more efficient and sustainable facility that will better serve our residents and allow us to promote the Village of Pawling for future economic development projects thanks to its increased capacity. We are grateful to Dutchess County Executive Marc Molinaro, the Dutchess County Legislature, and the Dutchess County Water and Wastewater Authority for continuing to support the Partnership for Manageable Growth program, which makes important infrastructure projects more affordable for our taxpayers.”
The Village of Pawling project, located at 37 Corbin Road in the Village, will use the funding to reduce the capital cost of updating and expanding the existing system.
The total cost of the project is estimated to be $15,873,608. The Village has secured additional funding through bond resolutions; other grants totaling $3,692,500; a zero‐percent interest hardship loan from the Clean Water State Revolving Fund program; and $600,000 of its fund balance. As part of the conditions of the grant, the Dutchess County WWA will work with the municipality to maximize the system’s integration into the County’s regional wastewater infrastructure solution.
Dutchess County WWA Executive Director Bridget Barclay said, “Water and wastewater infrastructure is something often taken for granted. By helping fund projects in community centers like the Village of Pawling, we are ensuring more consistent, reliable service delivery and helping keeping rates affordable for residents and businesses, while encouraging further economic growth.”
