Rental Registry Program

The New York State Rental Registry law helps protect families from lead exposure in rental housing in communities that are most at risk.  [PHL Art.13, Title 10, §1377]

Property owners with two or more rental units in a “community of concern” are now required to register their properties through a rental registry and obtain a lead safety certificate.  

The goal is to prevent dangerous lead exposure before children are harmed by helping to ensure rental housing is lead safe.

What properties are affected?

If you own a residential rental property with two or more units in the City of Poughkeepsie with a 12601 zip code, that was built before 1980, you are REQUIRED to register with the New York State Rental Registry and obtain a lead safety certificate.

What does the law require?

  • Property must be registered in the Rental Registry.   You can register HERE
    • Lead inspection must be conducted for each rental unit.  Inspection will include:
    • Visual check for deteriorated paint and bare soil;
  • Dust wipe sampling to detect invisible lead dust.
  • Any lead hazards must be repaired or abated.
  • Lead Safety Certificate will be issued to the property owner once all hazards have been addressed.
  • Certificate must be renewed every three years for each rental unit, including inspection.

 

Landlords & Contractors: Start Preparing Now

New York State Department of Health is still finalizing the regulations for the Rental Registry law, but you can start preparing now.

Register your property in the Rental Registry so an inspection can be scheduled when the regulations have been finalized.

Get EPA-certified in lead renovation, repair, and painting (RRP)

Hire certified contractors 

Major work on a home that was built before 1978, such as window replacements, must be done by certified professionals. There are two types of certified contractors:

  • EPA-Certified RRP Contractors
    For renovation, repair, and painting projects that disturb lead-based paint.
  • EPA-Certified Lead Abatement Contractors
    For permanently eliminating lead hazards by removing, replacing, or enclosing components coated with lead-based paint.
