Section 20 of Civil Service Law requires each civil service commission to “prescribe, amend and enforce” rules to carry out the provisions of the law. These rules, when approved by the state civil service commission, have the “force and effect of law.”
The rules cover a wide range of topics and provide much more detailed information than Civil Service Law provides. They should be consulted often.
