The Hudson Valley Regional Airport Noise Abatement Procedures were developed to help lessen the impact of current and future aircraft noise for local residents and serve as a communications tool for residents and transient pilots to become aware of what steps have been taken to reduce noise.

It must be understood that safety must always be considered above any noise abatement procedure. The Hudson Valley Regional Airport urges pilots to comply with these procedures where safety is not compromised.
Runway 24 Priority (during winds of 6 knots or less.)
By designating Runway 24 as priority, the majority of traffic would approach over the least congested area in terms of noise. Winds are from the northwest the majority of the year and would coincide with priority use of Runway 24.
Intersection departures are not authorized for Turbojet and large aircraft.
Noise abatement Take-Off Procedures (Turbojets)
The National Business Aircraft Association (NBAA) has published a Noise Abatement Program for turbojets that will reduce noise, ensure safety and flexibility in various circumstances. Dutchess County Airport has accepted these recommended procedures
Noise Abatement Approach Procedures (Turbojets)
The NBAA's Approach Procedures have also been incorporated to reduce noise levels and maintain a relatively steep low-power approach to landing.
In addition, we would request that the use of reverse thrust be limited to only the amount necessary for safety purposes. Reverse thrust for landing generates considerable noise. All pilots who utilize reverse thrust for landing, are requested to minimize use where safety is not compromised.
Presently most instruction is accomplished outside of our Airport Control Zone, to the north and across the Hudson River. We are requesting that training involving emergency procedures, unusual attitude or exaggerated maneuvers to be accomplished in those areas.
In addition, all professional, corporate and general aviation training programs are strongly urged to incorporate Noise Abatement Procedures.
Requesting the following:
Arrivals - maintain 1,200 MSL as long as feasible.
Departures - climb to 1,200 MSL as long as feasible.
Maintain - 1,000 AGL when in the vicinity of residential areas outside the Airport boundary.
As required by FAR's, maintain VASI or ILS glide slope to the runway. We are emphasizing this requirement for runway 6 because of the close proximity of residential housing. Pilots must maintain a slope at or above the VASI and Glide Slope
The Air Traffic Control Tower hours of operation are from 7:00a.m. to 11:00p.m. local. When Control Tower is not in operation, use left hand traffic. Use local tower frequency 124.00 to self announce intentions and position.

For maintenance facilities based on the field, we will continue to request no night time maintenance run-ups from 11:00p.m. local to 7:00a.m. local.
This does not apply to pre-flight run-ups required by FAA, but we would ask that all pilots operating between 11:00p.m. and 7:00a.m. use a lower rpm setting for pre-flight engine run-ups where possible.
When based turbojet operations are required from 11:00p.m. to 7:00a.m. advance notice should be given to the Department of Aviation during business hours. If flights during these hours become necessary, notify the Department of Aviation before 10:00a.m. or the next business day. This will enable us to respond positively to noise complaints that may arise. This requirement is being established to improve communications and awareness.
