The County of Dutchess utilizes a regional bid notification system, known as the Empire State Purchasing Group to post all bids, quotes, request for proposals, construction notices, addenda, and award notices.
This regional bidding and registration system provides vendors a single point of contact to new business opportunities throughout the Hudson Valley Region. Dutchess County vendors signing onto the system will also see business opportunities in Rockland, Ulster, Westchester and other areas within the Hudson Valley. Municipal purchasing agencies are also able to join this regional system at any time i.e. County, City, Town, School Districts, Villages, etc.
All vendors that wish to receive bid information must register on this system. Vendors may register online with Empire State Purchasing Group. If you do not have Internet access or if you have questions when registering, call BidNet at 1-800-835-4603 and press option #2 for their Vendor Support Department. Once registered you will have access to all current and future participating municipalities of the Empire State Purchasing Group.

Procurement Policies and Procedures
The County Executive has once again reaffirmed the Procurement Policy & Procedures. Pursuant to General Municipal Law 104-b, the County is required to establish and maintain a policy for the procurement of all goods and services not covered in the competitive bidding requirements of GML-103. Please find attached the affirmed Procurement Policies & Procedures, which defines the method of procurement for all goods and services that are not publicly bid as well as the responsibility for those that are. All County requirements for goods and services may only be obtained through adherence to these policies.
