The checklist should be completed by operators prior to operating a pool or bathing beach.
Prior to opening/operating a swimming pool and/or bathing beach, an application or permit renewal must be submitted and returned to the Dutchess County Department of Health (DCDOH). Updated application information is below.
Starting April 21st, 2025, the application for a permit to operate a swimming pool/bathing beach will be online.. For existing Pools, Beaches and Aquatic Spraygrounds, make a new account if you do not already have one and use the search bar function to find your facility. For new operators, please create a new facility in the application. Applications can not be submitted until the new online system starts on April 21st. Please note: paper applications will not be accepted from now on.
Temporary Residences currently under permit with DCDOH are not required to submit a separate application for their pool/beach; however, items 2, 3 and 4 below must be completed and returned prior to opening. Operators should contact DCDOH if the bathing facility was added to the Temporary Residence after the permit was issued.
1. Homeowner’s Associations that are exempt from having a lifeguard must comply with specific submission requirements when completing the permit application and the following safety plan statement and checklist.
2. Safety Plan Statement Form - Any changes or additions to your safety plan must be submitted to the DCDOH in written form and receive approval. Safety Plan Templates are posted for your use.
3. Swimming Pool and Bathing Beach Safety Plan Checklist (.pdf)
4. Written Notification for Supervision (.pdf) - must be completed and submitted if your facility is permitted as a “Temporary Residence,” and you plan to change the supervision level that you previously selected.
